Attach handle to low pulley. Standing sideways to cable, bend forward to 90 degrees. Grasp handle with arm furthest from cable. Start by letting weight stretch arm across body, then leading with elbow, raise arm out to side until just above body level. Repeat for reps. Then repeat all with other arm.
