Cable Lateral Raise

Attach a handle to a low pulley. Standing sideways to cable, grasp handle with hand farthest away from cable. Stand leaning slightly forward. Let weight stretch your arm across your body. Then using strict motion, leading with your elbow, raise arm out to side until hand is just above shoulder level. Repeat for reps. Then do same with other arm.
